2              Team Delegation

Juniors and Seniors: Each UANA Federation may have unlimited entries in each race but only two may score. The scoring athletes shall be the first two finishers in the relevant age group.

Juniors and Seniors: Each Non-UANA Federation may have unlimited entries in each race but may not score.

Masters: All Masters Swimmers shall represent a club (and not a Federation) and shall be eligible for place awards.

3              Ages

Junior Swimmers are swimmers ages 14-17. The minimum age for a Senior Swimmer is 14. Age is determined as at December 31, 2017.

Masters Swimmers are swimmers aged 25 and over who do not compete in the Senior Swimmers events.

Masters Age Group - Individual

25-29,30-34,35-39, 40-44,45-49,50-54, 55-59,60-64,65-69,70-74, 75-79, 80-84 and 85-89

Masters Age Group - Relays

25+, 35+, 45+, 55+, 65+ and 75+

Men/Women teams are made up of 3 swimmers and are made up of mixed relays 2 Men and 1 Woman or 2 Women and 1 Man. The age of the youngest person determines the age group of the relay and the cumulative time of all swimmers determines the results. All swimmers must have entered the individual events by the deadline in order to swim the relays.

With regard to the Masters relays, all swimmers must be from the same Masters Club in order to compete in the relay event. Masters relays shall consist of 2 men and 2 women.

4              Preliminary Registration

Preliminary entries and accommodation requests for hotels are due by March 31, 2017. Please see the form attached.

Final entries will be accepted by email until 5pm on June 1, 2017.

The number of exhibition and Masters Swimmers (not including those Junior and Senior Swimmers) shall be open to increase at the discretion of the Organising Committee of the Host UANA Federation following the entry deadline mentioned above with a view to increasing the number of participants in the Championships and thereby assisting in promoting the success of the Championships.

5              Technical Meeting

The Technical Meeting will take place at the Holiday Inn Resort located at 278 Crighton Drive, George Town, Cayman Islands on Thursday, June 8 at 5.30pm or such other time and place as shall be notified in writing to competing Federations and Clubs. The Technical Meeting will be open to everyone with appropriate accreditation for the open water swimming event. Athletes must attend the Technical Meeting in order to validate their participation in the events.

The technical delegate will lead the meeting, which will be conducted in English and translators will be provided for Spanish and French.

If a team leader and/or athletes are not in attendance at the Technical Meeting then both will need to attend a mandatory briefing one hour before the first race of each day conducted by the race director before permission is granted to the relevant athlete to compete.

6              Swimwear and Equipment

2.5K, 5K and 10K: Swimwear and equipment used by athletes and other participants in the Championships must comply with the documents listed in the FINA Open Water Swimming Rules available at fina.org.

One Mile: this is a recreational event and the FINA Open Water Swimming Rules available at fina.org will not be in place.

7              Clinics

The Cayman Islands Amateur Swimming Association will assist in hosting an open water coach education clinic, an athlete clinic and a masters clinic. More information will be circulated separately closer to the date of the Championships.

8              Weather

In accordance with the FINA Open Water Swimming Rules available at fina.org (OWS 5.5), the water temperature should be a minimum of 16°C (60.8°F) and a maximum of 31°C (87.8°F). It should be checked the day of the race, 2 hours before the start, in the middle of the course at a depth of 40 cm. This control should be done in the presence of a Commission made up of the following persons present: a Referee, a member of the Organising Committee of the Cayman Islands and one coach from the teams present designated during the Technical Meeting.

9              Awards

First, Second and Third place awards will be given for each race.

High point awards will be given for Senior and Juniors (Men and Women).

There will also be Team Awards for first, second and third place teams combined men and women.

Scoring: 20-17-16-15-14-13-12-11-9-7-6-5-4-3-2-1

The One Mile will not be considered in the team or individual scores though individual placing and awards will be given.

Masters: Masters Swimmers will be presenting 1-2-3 in age group Men and Women for individual events and relays. There will be no team awards for Masters.

10            Technical Equipment

2.5K, 5K and 10K: Electronic Timing will be provided by the Organising Committee and used for each event (other than the One Mile); each athlete will have microchip transponders. It is mandatory for all swimmers to wear a microchip transponder on each wrist throughout the race. If a swimmer loses a transponder the race director, or other authorised official, will immediately inform the Chief Referee who will instruct the responsible Official on the water to issue a replacement transponder. Any swimmer who finishes the race without a transponder will be disqualified.

The finish line for all events will also include video cameras for back-up place judging.

One Mile: this is a recreational event and therefore no technical equipment will be used.

Each swimmer will be provided with timing chips/transponders for UANA Senior 5 K Relay; UANA Junior and UANA Masters 2.5K Relay, UANA Senior 5K; UANA Junior and UANA Masters 2.5K and UANA Senior 10K; UANA Junior and UANA Masters 5K. Should the timing chips/transponders not be returned to the Organisers after completion of each race, the Federation (or Club in the case of Masters) shall incur a US$100 penalty per lost chip/transponder.

11            Competition Format

One Mile: straight line swim.

2.5K events: The competition course will be a 1.25K loop with the start and finish at the same general location.

5K and 10K events: The competition course will be a 1.6K loop with the start and finish at the same general location. There will be a feeding station for the 10K events.

12            Rules

The competitions will be held in accordance with the conditions outlined in the FINA Open Water Swimming Rules available at fina.org.

13            Protests

Protests will be resolved under FINA Rule GR 9.2.

Protests must be submitted to the Chief Referee in writing by the team leader, with a deposit of US$100, within 30 minutes following the conclusion of the respective event.

All protests will be considered by the Chief Referee.

The commission (made up of persons present at the event confirmed by the Committee) will consider appeals against decisions by the Chief Referee and give recommendations to the jury of appeal, whose decision will be final.

14            Jury of Appeal

For the Championships, the Jury of Appeal shall consist of five persons. Members of the Jury of Appeal shall be assembled by the UANA Executive Committee Liaison or his delegate. Jury Members shall consist of the UANA Executive Committee Liaison or his delegate as Chairman, a second member from the UANA Technical Open Water Swimming Commission, a Referee, a coach and a swimmer. In the event of a conflict on the part of the UANA Executive Committee Liaison or his delegate, the Referee shall appoint a chair. To the extent possible, members of the Jury of Appeal include representatives of each Zone of UANA participating in the Championships.

A person from a Federation which is the subject of an appeal made to the jury of appeal shall not be a member of the jury of appeal.

The decision of the jury will be final.

15            Pool Training and Course Training

Training times will be available at the Camana Bay Aquatic Centre (2 miles away from the course, 5 minute drive) and the Lion’s Pool (7 miles away from the course, 12 minute drive) located on Grand Cayman. We are anticipating training times being (at a minimum) 9-11.30am and 2-4pm.

Turn buoys will be in place from Tuesday, June 6 for training purposes on the course.

17            Translators

Translators shall be provided for English, Spanish and French.

18            Technical Officials and Judges

Federations are invited to submit nominations for officials. A nomination form is included at the end of this document. Nominations must be emailed by March 31, 2017 to technicaldirector@ciasa.ky.

Technical officials will be appointed under FINA Open Water Swimming Rules available at fina.org (OWS 2 and OWS 3) and will comprise of:

  1. Chief Referee (one per race)
  2. 2 Referees
  3. Chief Timekeeper plus 2 Timekeepers
  4. Chief Finish Judge plus 2 Finish Judges
  5. Safety Officer
  6. Medical Officer
  7. Course Officer
  8. Clerk of the Course
  9. Chief Race Judge & Race Judges (one per competitor) except for events with a course of 10 km or less
  10. Turn Judges (one per alteration of Course)
  11. Feeding Platform Judge (when feeding platforms are used)
  12. Starter
  13. Announcer
  14. Recorder

  • May 23rd to June 1rst, Special Training for 10 Identified Haitian Coaches at the US Ambassy Location in Haiti with a US Coach Expert. That Training will be Mainly Focussed on How to Teach Handicapped Children. It is Sponsored by USAID.

 

  • June 8th to June 14th, Clinic Level 2. Forty (40) Haitian Swimming Coaches will Attend that Training to be Certified in Level 2. That Training is Mainly Sponsored by FINA.
